Openness Indicators
Regions and cities can only maintain their lead in economic welfare when they keep ahead their productivity levels. This requires permanent innovation which, in turn, requires the participation of the best people available (talents, creative class, highly qualified). Cities and regions compete in attracting and retaining human capital from all over the world. Openness for international people is therefore important for regional economic growth in industrialised countries. To attract and retain international populations, regions and cities should provide a high quality of life for all inhabitants with special attention to international populations. Policy makers seek indicators to evaluate differences in quality of life performance and openness among regions to better design regional policy and assess regional policies.

In 2008-2009, BAKBASEL conducted a feasibility study on how to measure cities' openness for international populations commissioned on behalf of the OPENCities project by the British Council and URBACT. Openness is a multidimensional and complex phenomenon which has to be measured by more than one factor and also by a large number of individual indicators. The feasibility study showed that openness can indeed be measured.

The OPENCities Monitor is now online available.
